Following international development,a group of visionairies realized that is was crucial for local goverment to stimulate ICT use in every sector of the island. They believed that ICT could be an economic development tool and a sector development tool as well.        Then former Minister of Economic Affairs, Mr. Cornelius Smits, approved these ideas    and formed a steering committee to develop these ideas into creating Curacao Informatica Stimuleringsplan (CISP). The Department of Economic affairs took the      project completely under its wing and provided sufficient funds for the official startup of CISP. As a result CISP was founded in 1994, and received its first funding in 1995.

CISP had to work with limited funds, a backroom at the Department of Economic Affiars served as the first office of CISP with one part-time worker: Mr. Roy Everts.

It became clear that one part-time employee alone could not do all the work CISP needed a work force. The board went ahead and created a secreteriat that would be in charge of executing its projects and activities. Appropriately, they called the secreteriat Stimul-IT. On December 9 , 1997, three year after the founding of CISP, Stimul-IT became operational.
